Action Areas

SUPPORT FOR ASSOCIATIVE  MOVEMENT

Contributes towards a dynamic associative movement by taking its needs into account, promoting technical and financial support to NGOs and ensuring social cooperation.


PERSONALISED TECHNICAL SUPPORT

Informs, directs, guides and cooperates with public and private bodies to solve problems or situations presented personally, over the phone (Disabled Citizen Line) or in writing. Seeks to provide personalised support to people with disabilities, their families, departments and organisations that deal, directly or indirectly, with disabilities or rehabilitation.

INFORMATION/AWARENESS

Promotes and intensifies information and awareness campaigns so as to raise awareness in Portugal of the issues on rehabilitation and integration of people with disabilities.

INTERNATIONAL COOPERATION

Promotes and intensifies co-operation at the Community, European and international levels, so as to develop synergies and complement activities in the disability and rehabilitation fields and further the integration of people with disabilities.

STUDIES AND ANALYSIS

Undertakes technical studies on rehabilitation and prevention of disabilities - within health, education, training, employment, social security, culture, leisure and sport fields - and proposes appropriate measures.

Carries out surveys and studies that enable the assessment and examination of resources used in the rehabilitation sector, with a view to producing an inventory  of services and institutions.

AUTONOMY AND ACCESSIBILITY

Promotes awareness campaigns on the subject of physical accessibility, aimed at highlighting and changing the attitudes of those concerned with urban planning, architecture, the built environment and transport, namely, local councillors, architects, public works officials and builders, as well as transport operators.

STATISTICS

As the body entrusted by the National Institute of Statistics to the disability and rehabilitation sector, the SNRIPD collects, processes and publishes data on the sector, takes part in the defining of concepts and performs statistical analysis.

LEGAL SUPPORT

Prepares opinions on and proposes legal measures related to the development and implementation of the national rehabilitation policy and supports all working groups operating under SNRIPD.

PUBLISHING

Ensures the production of technical and educational publications dealing with disability and rehabilitation through  three collections: SNR Books, SNR Manuals and SNR Leaflets.

SCIENTIFIC AND TECHNICAL INFORMATION

Collects, develops and publishes bibliography, legislation and audiovisual materials on disability and rehabilitation by means of computerised data bases available in a Library open to the public.

TRAINING

Provides complementary training aimed at those working in the rehabilitation  fields, and provides logistic and technical support to training events promoted by other entities.

RESEARCH

Encourages, monitors and supports national policy on research, innovation and scientific and technological development in the disability and rehabilitation sector by providing financial and logistic support to projects in these fields.

TECHNICAL  AIDS

Monitors the systems at technical aids prescription, financing and attribution, such as prosthesis, orthotics and other assistive means.

Functions

· Monitors activities undertaken by public and private bodies that are part of  the Rehabilitation System with the view to ensuring co-ordinated and complementary actions that optimise the use of national resources.

· Carries out studies, proposes legislation, prepares opinions and proposes the establishing of regulations covering prevention, rehabilitation and the integration of people with disabilities.

· Promotes and sponsors information and awareness campaigns and events.

· Undertakes and encourages scientific and technical research in the disability and rehabilitation fields.

· Promotes and provides training in rehabilitation.

· Co-operates with various public and private organisations at Community, European and international levels.

· Encourages NGO consultation and participation in the disability and rehabilitation area.

· Ensures the development of information systems and processes and disseminates specialised information on disability and rehabilitation.

Legal Constitution

The National Secretariat for the Rehabilitation and Integration of People with Disabilities (SNRIPD) is a public body with administrative autonomy that operates under the auspices of the Ministry of Labour and Social Solidarity whose main purpose is to co-ordinate national policy on the rehabilitation of people with disabilities.
